Massachusetts Reportable Concentrations for Oil in Soil

Massachusetts does not ask whether petroleum is present. It asks whether it exceeds a numerical threshold set for the category of land use. A set of clean samples says the locations sampled, at the depths sampled, on the day sampled, read below threshold. It does not say the property is clean. Petroleum moves along preferential paths, and a plume can sit three feet from a boring and never touch it.
